General information

The Chair of European Law, at the Faculty of Law and Administration of the Jagiellonian University in Kraków, was established in 1994 as one of Poland’s first academic units to focus on European law (operating initially as the European Law Institute, a year later it was transformed into a Chair). In the 1995-1997 academic years, lectures on European Union law were given by Dominik Lasok, visiting Professor Emeritus in European Law from Exeter, UK.

The Chair is managed by Professor Dr hab. Stanisław Biernat who is also a judge and Vice-President of the Polish Constitutional Tribunal.

Academic research done at the Chair of European Law

The research conducted within the Chair is concerned with issues which are the subject of lively academic debates. Current themes pursued by the Chair include: theoretical and legal issues of the understanding of EU law as a legal system,

  • multilevel constitutionalism,
  • impact of EU law on the functioning of public administration and the national courts,
  • systemic transformations and combating the economic crisis within the European Union,
  • EU competition law, State aid law,
  • regulation of infrastructural sectors in EU law,
  • freedoms of the EU internal market,
  • constitutional problems relating to Poland’s membership in the EU.

The results of academic research carried out at the Chair are demonstrated through the following publications [link to Publications]. The Chair’s staff, its doctoral and master-degree students receive numerous awards and distinctions for their academic work [link to awards and distinctions]. Many of the Chair’s graduates work for EU institutions and bodies, and for public institutions domestically.

Current issues of EU law are discussed during academic meetings at the Chair which (being combined with doctoral seminaries) are held once a month. These are also attended by speakers and debaters from outside of the Chair, including from other universities and public institutions, as well as foreign visitors. The Chair of European Law organizes, on a regular basis, national conferences on current issues of European law, and its staff and doctoral students actively participate in national and international conferences. The Chair also maintains continuing contacts with many foreign universities. In particular, for 8 years now, there have been Polish-German students’ seminars, held alternately in Kraków and Jena, as part of the liaison with the Friedrich Schiller University of Jena.

The Chair’s staff and doctoral students have been conferred the following academic titles and degrees:

  • Stanisław Biernat was awarded the title of the Professor of Law of by the President of the Republic of Poland in 1995, and Full Professor in 2000.
  • Sławomir Dudzik was appointed to the post of Professor of Law of the Jagiellonian University in 2006, and was awarded the title of the Professor of Law of  by the President of the Republic of Poland in 2011.

Holders of academic post-doctoral degree in law (doktor habilitowany) bestowed for their dissertations on:

Academic teaching at the Chair of European Law

The Chair’s staff and doctoral students engage in academic teaching activities, give lectures, run seminars, introductory seminars and practical classes in European Union law, for full- and part-time students of law at the Jagiellonian University’s Faculty of Law and Administration, and for full- and part-time students majoring in Administration, and as part of full- and part-time doctoral studies within the Faculty. The Chair gathers a sizeable group of talented students, mainly those attending seminars, and master-degree students in their final years of study, who are particularly interested in European law. They prepare their seminar and master-degree papers, attend academic discussion meetings, take studentships abroad, oftentimes being recommended by the Chair, and compete in contests on European law [link to Awards and Distinctions].

The Chair’s staff and doctoral students also deliver lectures, run academic discussion meetings or training events on European law for various groups of professionals, such as judges, attorneys-at-law, public prosecutors, counsellors-at-law, trainees to be qualified for these professions, public servants and entrepreneurs. During the period between November 2000 and April 2001, as part of the Tempus Phare Institutional Building Joint European Project 14140-99 Programme, in collaboration with the European Public Law Center in Greece, the Universities in Rome, Naples, Paris and Dresden, the Chair organised a series of comprehensive training events on EU law for central and local administrative staff from the region of Małopolska. Since October 2003, under the auspices of the Chair, the Faculty of Law and Administration of the Jagiellonian University has been running one-year post-graduate studies in European law, and post-graduate studies in Polish and European environmental protection laws are planned to be launched from October 2013, jointly with the Chair of Environmental Protection Law. The Chair has also organised courses under the Jean Monnet Programme.
